The following might be some reasons why the campaigns won't show up
You have a very low order data. Our systems depends on historical order data, if your product hasn't been purchased along with another product then our recommendations won't show.
Some products might have recommendations some might not. This might be due to low order data or if the product is newly added
If you select max number of products to be 5 and the product has only been bought with fewer than 5 products you will see limited amount of products
If the recommendations for a particular product are out of stock, then the Frequently bought together campaign for that product might not show.
